As stated in part of our previous letter, we are prepared to admit that there may be points in which discretionary power mist necessarily be retained by the Government, but the conditions of Sale to which we have taken exception in our previous letter are se far-reaching

as to make the purchase of land a gamble.

The reasons which induce the Director of Public Works to say that a 2 storey building only can be allowed and not a 4 sterey one may be quite just and reasonable in themselves, but their justies and reasonableness is entirely negatived if they are only made known to the purchaser after he has paid perhaps as much as $10.00 per fest for the land with the intention of building 4 sterøyes high.

As it is a matter of considerable importance to those

proposing to acquire property here, we enclose copies of the correspondence in triplicate, and ask you to be se gêod
